About Environmental Enforcement

Serving the north, central and south areas of Escambia County.

The Escambia County Environmental Enforcement Division operates under Chapter 162 of the Florida Statutes and Chapter 30 of the Escambia County Code of Ordinances.

Escambia County is divided into three enforcement areas: north, central and south. The south area is the largest by population and has approximately eight officers and two lead officers. The central area has four officers and one lead officer. The north area is the largest by square mileage but has the smallest population, with four officers and one lead officer.

Environmental Enforcement responds to code violations and nuisance conditions throughout Escambia County.

Enforcement Actions

Enforcement action depends on the type and status of the violation.

Civil Court — Special Magistrate

Special Magistrate hearings are the most common enforcement action used by Environmental Enforcement Officers. These are quasi-judicial hearings overseen by a Special Magistrate.

The Special Magistrate listens to testimony from officers and alleged violators, then determines whether the property is in violation. The Special Magistrate is contracted by Escambia County and must be an attorney in good standing with the Florida Bar.

County Court — Civil Citations

A citation may be issued after a notice of violation.
Fines start at $50 per violation and may be as much as $400 per violation.
The recipient has 10 days to pay or contest the citation in County Court.

Notice to Appear

Issued in place of a physical arrest.
The recipient must appear in court three weeks from the issue date.
Issued only for ordinance violations and first- or second-degree misdemeanors.
